Search for Common Ground (Search) in partnership with Empathy of Life Development Association (ELiDA), Zeleman Productions and Build Up is seeking a qualified consultant to conduct the final evaluation of our project
“Increasing Resilience to Online and Offline Violence in Ethiopia”
implemented in the Amhara, Tigray, Oromo, and Addis Ababa regions of Ethiopia.
This evaluation will assess the relevance, impact, effectiveness, and sustainability of the program in fostering safer, more cohesive, and peaceful online and offline environments in Ethiopia.
We are looking for a consultant to lead the design of the evaluation, analysis, and reporting with:

Proven expertise in participatory MEL methodologies, including: (1) inclusive evaluation approaches that ensure representation of diverse community groups, including marginalized populations, (2) experience facilitating community-driven data collection and interpretation processes and (3) ability to design culturally sensitive tools that reflect local realities and promote meaningful participation.
●
Experience conducting evaluations in conflict-affected settings, with an understanding of the socio-political landscape in Ethiopia.
●
Experience designing and leading hybrid evaluation models, coordinating with cross-country implementation teams.

The Project
Search, in partnership with Empathy of Life Development Association (ELiDA), Zeleman Productions and Build Up is implementing a 24-month project which aims to create a sustainable shift in how Ethiopians perceive and respond to online hate speech and misinformation. By empowering communities and stakeholders to recognize and counteract harmful narratives, this project’s
goal is that a safer, more cohesive, and peaceful online and offline environment in Ethiopia is fostered.
This overall goal will be supported by two intermediate outcomes
1) Strengthened capacity and connections of relevant Ethiopian stakeholders
(women and men) to address mis/disinformation and hate speech and
2) increased access and positive engagement
of targeted communities in spaces that promote a safer, more cohesive, and peaceful online and offline environment in Ethiopia.

Selection Criteria
Consultant proposals will be selected for:

Relevance of proposed methodology to the goal, objectives, and research questions for the project.
●
Quality of proposed methods, conflict sensitivity approaches, and quality control measures.
●
Qualifications of the candidate(s).
●
Proposed budget in relation to proposed methodology, deliverables and team.
●
Timeline for proposed activities.
